Open Meetings Notification

As a charter school in Louisiana, New Vision Learning Academy (NVLA) and its board ofdirectors must strictly adhere to the Louisiana Open Meetings Law (La. R.S. 42:11–28). This law applies not only to the full Board of Directors but also to any committees or subcommittees that perform a policy-making, advisory, or administrative function.

 

PUBLIC NOTICE: 2026 REGULAR MEETING SCHEDULE NEW VISION LEARNING ACADEMY BOARD OF DIRECTORS

Location: New Vision Learning Academy, 507 Swayze St, Monroe, LA 71201

Date: All Meetings are held on the Thursday after the third Sunday (July 1-June 30)

 

All meetings are open to the public. Agendas for each meeting will be posted at least 24 hours in advance at the school’s main office and on the school website.​​

Notice Requirements

​

• 24-Hour Rule: Written public notice and a specific agenda must be posted at least 24

• hours (excluding weekends and legal holidays) before any meeting.

• Posting Locations: Notice must be physically posted at the school’s principal

• office (or meeting site) and on the school website.

• Direct Notification: Per a 2024 update to the law (Act 617), New Vision Learning

• Academy must email meeting notices to any person or media outlet who has made a

• written request for notification.

Quorum & Committee Rules

• Definition of a Meeting: A "meeting" occurs whenever a quorum (simple majority) of the board or committee convenes to receive information, deliberate, or act on school business.

• Committees: Committees are considered "public bodies". If an NVLA Finance or Academic Committee meets to discuss recommendations for the board, they must follow the same notice and public access rules as the full board.

• Walking Quorums: Members must avoid "walking quorums" where a majority discusses school business via a series of private emails, texts, or phone calls. This is a violation of the law.

Public Participation

• Public Comment: Louisiana Law (R.S. 42:15) requires school boards to allow a public comment period before taking a vote on any agenda item.

• Recording: The public has the right to video or audio record any open meeting, provided they do not disrupt the proceedings.

Executive Sessions (Closed Meetings)

• Voting In: To enter a closed session, 2/3 of the members present must vote to do so in an open meeting.

• Strict Limits: You may only go into Executive Session for specific reasons allowed by law, such as;Discussing the character or professional competence of an employee (the employee must be given 24-hour notice and can request it be open). Strategy sessions regarding collective bargaining or prospective litigation.

• No Final Action: No votes or "final actions" can ever be taken in a closed session. The board must return to the open meeting to vote.

 

Penalties for Non-Compliance

• Personal Liability: Any board member who knowingly participates in a meeting that violates these laws can be personally fined up to $100 per violation.

• Voiding Actions: Any action taken in a meeting that violated the Open Meeting Law can be declared void by a court if challenged within 60 days.
